O dziwo, zaczal dzialac - restrykcje na download smigaja, nie przekracaja tych 32 kB, ale upload nielimitowany...
Co ciekawe zmodyfikowalem co nieco skrypt i wgralem, nie dziala - a moze zaskoczy z opoznieniem - ale bardzo mnie to dziwi...

Niepotrzebnie na sztywno podzieliłeś pasmo! Skrypt Robsona robi to dynamicznie, czyli dzieli dostępne pasmo dopiero wtedy, gdy kilka komputerów chce z niego korzystać równocześnie, w przeciwnym razie każdy komputer może używać całego dostępnego pasma.
Również niepotrzebnie limitowałeś upload. Generalna zasada jest taka, że upload regulujesz QoS-em, a download skryptami Robsonna - w większości przypadków takie rozwiązanie jest optymalne.
Poza tym, limity na TCP i UDP są zbyt niskie - z takimi ustawieniami to już nie jest sieć komputerowa, tylko obóz przetrwania dla masochistów
